Determine whether or not a widget needs a region

- fields
- A bitmap that specifies which fields of the PhRegion_t
structure pointed to by region the function should fill in.

- A pointer to the widget you want to test.
- region
- A pointer to a
PhRegion_t
structure in which the function stores information about the region.
- rect
- A pointer to a
PhRect_t
structure that defines the rectangle for the region.
This function determines whether or not the given widget
needs a region and stores information about the region in the
PhRegion_t structure pointed to by region.
- 0
- The widget doesn't need a region.
- 1
- The widget needs a region.
